Under supervision of an Assistant Fire Rescue Chief, supervises and directs city personnel in the performance of emergency management and administrative activities, ensuring the best possible control in emergency situations in order to protect the lives and property of those in need of assistance. Under general direction of the Assistant Fire Chief or designee, performs administrative and technical work in the development, implementation and coordination of the City’s Emergency Management Program; coordinates and may act as a liaison for the City’s disaster recovery efforts; assists in the disaster training, exercises and public awareness programs; and performs related duties as assigned. This position will assist and lead emergency preparedness functions for all City Departments, planning and performing duties necessary to ensure the City is prepared to handle all types of emergency situations. Responsibilities are performed under the direction of the Assistant Fire Chief or designee during normal work week and under the direction of the Incident Commander/Unified Command during EOC activation.
Essential Job Duties
The following duties are normal for this position. The omission of specific statements of duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Assists the Assistant Fire Chief or designee in directing and supervising the City’s Emergency Management Program as well as administering the Emergency Management Plan for the city; does related work as required. This is a professional position involving responsibility for ensuring compliance with Federal, State and local laws pertaining to a wide variety of areas in the field of Emergency Management and Homeland Security.
Maintain up-to-date knowledge of technology, methods, equipment and regulations in the field or emergency management; attend meetings, conferences and continuing education classes as required and appropriate.
Assists in developing, coordinating, managing, and maintaining the City’s Emergency Management Program, its plan, policies, and procedures to effectively mitigate or respond to man-made or natural disasters.
Assists other City Departments in outlining the roles and responsibilities of internal department collaborators and supporting groups when managing a variety of emergency contingencies.
Maintains the City’s Emergency Operations Center (EOC) readiness and assists the IC/UC and Assistant Fire Chief in coordinating, staffing and internal procedures to enable well-coordinated operations during emergencies.
Assists in developing and maintaining Continuity of Operations Plans (COOP) and Continuity of Government Plan (COG).
Assists in the Management of the National Incident Management System (NIMS) compliance and coordination
Assists with managing the City’s Critical Asset Management System (CAMS).
Responsible for developing, implementing, and delivering training workshops and exercises. Participates in drills on all of the appropriate components of the City’s EMP and emergency communications utilizing Homeland Security Exercise and Evaluation Program Standards (HSEEP).
Develop exercise documentation including Exercise Plans, Situation Manuals, Controller/Evaluator Handbooks, and Improvement Plans.
Assists in preparation of grant and training applications for submission to state and federal government agencies (Urban Area Working Group (UAWG), Urban Areas Security Initiative (UASI), FEMA, Department of Homeland Security (DHS), etc.)
Coordinate training opportunities with local, regional, state, and federal partners.
Maintain training records and ensure compliance with federal, state, and local preparedness standards.
Develop After Action Reports (AAR) following exercises and real-world incidents.
Coordinate improvement planning efforts across departments.
Assists in the development of and management of the annual emergency management program budget for the City.
Assist with activation and coordination of the City Emergency Operations Center (EOC).
Support EOC operations in roles consistent with the Incident Command System (ICS).
Assist in training city personnel on EOC procedures and responsibilities.
Support operational planning and coordination during major city events and emergencies.
Coordination and Outreach
Coordinate preparedness initiatives with city departments and partner agencies.
Serve as a liaison for training and preparedness programs with regional emergency management partners.
Support community preparedness initiatives and public outreach programs when appropriate. Liaise, for example, with local school districts, local businesses and industry, and community resources, to develop emergency plans and disaster preparedness for the City.
Coordinates with area hospitals and private sector medical agencies to develop emergency medical plans to incorporate into the City’s Emergency Management Plan (EMP).
Develops and delivers presentations to internal departments and the public on the City’s EMP and disaster preparedness.
Evaluates other City departments supporting emergency plans and assist in revisions/update of those plans.
Provides staff assistance and fulfill other assignments as determined by the Assistant Fire Chief or designee.
Perform all functions and responsibilities according to the Palm Beach County Code of Ethics, and Florida State Statutes, 112.313.
Fosters positive employee relations and employee morale on a City-wide basis.
Minimum Qualifications
Associate’s degree in emergency management, Public Safety, Public Administration, or a related field; bachelor’s degree preferred. Two (2) years of experience in emergency management, public safety training, or emergency preparedness programs. Relevant experience may be a substitute for formal education.

Knowledge, Skills, and Abilities: Knowledge of emergency management principles and the National Incident Management System (NIMS); knowledge of ICS training methodology and adult learning principles; knowledge of Homeland Security Exercise and Evaluation Program (HSEEP); ability to design and conduct emergency management exercises; ability to facilitate training sessions and presentations; ability to coordinate multi-agency preparedness initiatives; strong written and verbal communication skills; ability to develop after-action reports and improvement plans; ability to work effectively with city leadership, public safety agencies, and community stakeholders
Knowledge of supervisory and managerial principles and practices. Ability to plan, assign and supervise and review the work of others. Ability to make effective presentations to small or large groups. Ability to attend training, workshops and seminars. Strong knowledge of FEMA’s Incident Command System (ICS). Knowledge of modern All Hazard best practice approach to emergency management.
Ability to react quickly, calmly and efficiently in emergencies. Ability to execute duties firmly, tactfully and impartially. Ability to observe situations analytically and objectively and to report them clearly and completely. Ability to plan, assign, and tactfully supervise the work of others; maintain discipline on an assigned shift and command respect of subordinate personnel. Ability to establish and maintain effective working relationships with other employees, and the public. Ability to write and speak effectively. Ability to manage and prioritize routine, specialized and complex assignments and problems utilizing knowledge acquired through prior education, training, and experience. Ability to communicate effectively in oral and written form. Ability to adapt to an evolving and continually improving environment. Requires demonstrated ability to utilize personal computer and office software such as MS Word, MS Excel and electronic mail.
