Description
Navigate Affordable Housing Partners is seeking an experienced federal housing professional to serve as a Senior Program Manager supporting U.S. Department of Housing and Urban Development (HUD) programs and federal housing initiatives.
This role leads the implementation and daily management of HUD-managed federally funded housing programs performed under federal service grants and contracts. The Program Manager serves as the primary point of contact with federal program offices and is responsible for ensuring that program operations, staffing, reporting, compliance activities, and deliverables meet federal requirements.
This position is also expected to serve as key personnel on federal contracts and must be capable of operating in environments requiring a Public Trust background investigation and access to federal systems or facilities. In addition to program delivery responsibilities, the Program Manager supports Navigate’s federal growth initiatives by assisting with opportunity research, agency intelligence, proposal development, and federal partner engagement related to affordable housing programs.
Key Responsibilities
As a Project Manager, you will be responsible for a variety of duties, including but not limited to:
Federal Program Leadership
-Serve as the primary contractor point of contact for federal program offices, including Contracting Officers (COs), Contracting Officer Representatives (CORs), and government Program Managers (PMs).
-Lead kickoff meetings, performance reviews, and program briefings with federal stakeholders.
-Oversee day-to-day implementation of federal housing program support services.
-Ensure program activities meeting contract requirements, performance metrics, and federal compliance standards.
Program Operations and Oversight
-Manage program teams delivering services such as: housing program administration, compliance monitoring, program reporting and data analysis, technical assistance to stakeholders, & community development program support
-Ensure timely and accurate completion of all deliverables
-Develop operational plans, staffing strategies (recruitment, onboarding, supervision, and development of contract staff), and performance tracking mechanisms
-Coordinate work across Navigate staff, subcontractors, and technical partners
-Foster a high-performance, mission-aligned team culture. This may include scenarios where support is a mix of Navigate contract staff and teaming partners.
Quality Assurance & Compliance
-Implement contract-specific quality control procedures
-Ensure program activities align with applicable federal framework including: Federal Acquisition Regulation (FAR), 2 CFR 200 Uniform Guidance, HUD program rules and guidance, & Federal data protection requirements
-Identify risks to program performance and implement corrective actions
Financial & Schedule Management
-Manage contract budgets, staffing allocations, and resource planning
-Monitor burn rates and program performance metrics
-Support invoice documentation and financial reporting processes
-Identify schedule or cost risks and develop mitigation strategies
Strategic Growth and Capture Support
-Support Navigate’s expansion into new federal housing opportunities
-Assist with: Federal opportunity research, Capture planning, Proposal development, Partner coordination, & Technical solution development
-Contribute subject-matter expertise for proposals related to HUD and federal housing programs
-Participate in meetings with federal partners and industry collaborators
Requirements
Minimum Qualifications
-Bachelor's degree in Public Administration, Urban Studies, Public Policy, Business, or related field.
-Master’s degree (MPA, MPP, MBA, Urban Planning, or related discipline) preferred.
-Project Management certification required (PMP preferred).
Background We Are Seeking
-Candidates must have direct experience supporting federal housing programs or working closely with federal housing program offices.
-Examples of qualifying experience include: Supporting HUD program offices or federally funded housing initiatives, managing federal housing program operations under contract, housing program compliance monitoring or program oversight, federal housing policy or program implementation, & working within federal environments requiring background investigation and system access
-Experience limited to property management, private real estate development, or construction project management alone does not qualify.
Experience Requirements
-7+ years of experience working with federally funded housing programs or federal housing policy initiatives.
-3+ years managing federal or state programs as a Program Manager or Project Manager.
-Demonstrated expertise in affordable housing program operations.
-Strong understanding of federal compliance frameworks including: Federal Acquisition Regulation (FAR), 2 CFR 200 Uniform Guidance, & HUD program requirements
-Experience managing multidisciplinary teams and multiple program priorities.
-Excellent communication and stakeholder engagement skills.
Conditions of Employment
-Must be legally authorized to work in the United States.
-Must successfully complete a Public Trust background investigation.
-Valid driver’s license required.
-Must be insurable under applicable corporate insurance policies.
-Attendance at the annual All Staff meeting is required.
Work Environment
This role operates in a hybrid environment combining remote work, regional office collaboration, and federal stakeholder engagement.
Travel may include:
-National Capital Region meetings
-Federal program offices
-Partner organizations
-Training events and industry meetings
Travel demands will vary based on program needs and contract requirements.
