Site Lead - TMITSite Lead - Trackless Mobile Infantry Target (TMIT)
Camp Pendleton, CA
The Site Lead has the overall responsibility for all operational, quality, environmental and security aspects of site operations. Lead the site support teams and manage the operations at the allocated Site in line with the TMIT contract deliverables. Act as the primary point of contact for the planning, preparation and execution of all training events assigned to the Site. Advises exercising units on the capabilities of the TMIT equipment and coordinate with them before and during training to ensure that they utilize its full potential and receive the maximum training benefit provide AAR data to training for the training units internal AAR brief.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Supervise program practices to ensure compliance, technical and management support to their respective TMIT Sites located at Quantico, Virginia, I MEF (Camp Pendleton, CA and 29 Palms, CA), II MEF (Camp Lejeune), III MEF (MCB Camp Butler, Okinawa Japan, and MCB Hawaii, Kaneohe Bay, HI).
- Assist the Program Manager (PM) with oversight of contractor personnel and ensuring that program requirements are met.
- Ensure performance on the overall contract and each PWS requirement, including cost, performance, schedule, and staffing meets or exceeds all contractual standards.
- Leads and coordinates all TMIT exercise support activity via the Range Facility Management Support System (RFMSS).
- Advises the training unit staff and exercising unit on how to maximize the use of Humanoid, Engageable, Kinetic, Training, Robot (HEKTR) within their respective scheme(s) of maneuvers.
- Leads the preventive and corrective maintenance activity.
- Leads the troubleshooting procedures as required.
- Handles coordination of shipments and movement of all required gear and personnel to support training location.
- Ensures that adequate processes and business management guidelines are in place and are kept updated.
- Report effectiveness, efficiency and need for improvement of the system to the PM & Training Team
- Implement collection processes and tools (AAR) for performance and service delivery indicators per contractual requirements.
- Apply continuous process improvement methodologies to strengthen team performance.
- Is responsible for the Operational management of all labor, technical and logistic resources. Including:
- Management of additional inter-Site surge supports.
- Submission of Team Corps Solutions monthly invoices.
- Liaison to ensure effective annual preventative and corrective maintenance plans.
- Planning and coordinating effective training of all staff.
- Collation and review of all required TMIT reports and timely submission to the Project Manager.
- Assist the PM in oversight of Contractor personnel, promoting operational efficiencies and ensuring activities and resources are aligned to meet contract objectives.
EDUCATION
- High school diploma.
- Attended Professional Military Education appropriate to rank at time of separation or retirement from the uniformed service.
- Bachelor's degree preferred.
EXPERIENCE
- Former Marine Gunner or Senior Staff Non-Commissioned Officer (MSgt or above)
- Simulator / tracked / wheeled robot experience preferred.
- Knowledge of US and State labor legislation / working environment laws / OSHA requirements.
- Experience and familiarity with Marine Corps Instructional Systems Design / Systems Approach to Training and Education.
- Thorough understanding of range / exercise design and development.
- Thorough understanding of training development and training scenarios.

Required Knowledge, Skills, and Abilities
- Knowledge of military doctrine, tactics, and command relationships at the Joint operational command level.
- Proficient in computer applications such as Microsoft Word, Outlook, Excel, PowerPoint and/or SharePoint.
- Provides oversite with experience in Instructor Development, Curriculum development, and exercise design to all areas of the TMIT program.
- Excellent interpersonal and communication skills with the ability to interact with others and senior management.
- Able to read, write, and communicate effectively in English.
- Able to design and write clear communications and present training programs.
- Strong analytical and problem-solving skills.
- Excellent organizational, planning and prioritization skills.
WORKING CONDITIONS
- Must be willing and able to work overtime as mission requirements dictate.
- Position may require working in outdoor and remote environments, including military training ranges, in varying weather conditions.
- Prolonged outdoor exposure to the elements. Work in inclement temperatures from 100+ degrees in a low elevation desert climate to negative 25 degrees in a high elevation (6,500 10,000 feet) mountainous environment.
- Availability to work at various hours, including nights and weekends, as needed.
- Required to sit for extended periods of time and maintain focus.
- Routine heavy lifting (50 lbs. maximum).
- Daily driving in the training areas with poor driving conditions due to rugged terrain, weather, and range debris.
- Must be able to drive a ¾ ton truck with 25 ft trailer.
SPECIAL POSITION NOTATIONS
- Occasional travel CONUS and OCONUS may be required.
- Passport required.
- Able to obtain a CAC Card.
- Qualification as an authorized company driver is required. All authorized company drivers must have a valid driver's license, current automobile insurance, and a driving record that is acceptable to the company's auto insurance provider.
ESTIMATED COMPENSATION
- $84,000-$92,500
