Position Purpose Summary
Senior Workforce and Entrepreneurship Development Officer, under the supervision of the Program Manager, supports the Ukraine Veterans Rehabilitation and Reintegration (UVRR) Program in leading the design, implementation, monitoring, and scaling of workforce-development and economic integration interventions for veterans within the UVRR Program activities. This position will apply a strategic lens to labor market analysis, private sector partner engagement, vocational training, employer linkages, policies on economic opportunities, and reintegration support. The role will ensure that pathways to employment and economic activity of veterans and their families are aligned with the Government of Ukraine (GoU) strategies, market demand, fitting the needs of veterans, and implemented in accordance with IREX operational standards and donor priorities.
Task and Project Coordination/Management
Provides technical support and inputs to an assigned program(s) or project. Responsible for the contributing, creating, and guiding the work associated with project outputs; to include but not limited to program design, required products, gathering, drafting, and creating workflow plans, budgets, internal/external reports, presentations, and other documents/deliverables as identified. Responsible for the development of written communications by drafting, approving, and sending correspondence.
- Under the supervision of Program Manager, based on market/labor-demand assessments, gap-analyses, develop a workforce development, entrepreneurship and economic activity strategy for the UVRR Program.
- Ensure that UVRR interventions are aligned to and contributing to the achievement of the workforce development strategy by the established deadlines.
- Provide technical input into UVRR Program planning, development and adaptation of program interventions and/or technical materials.
- Support the MEAL team to define specific indicators to effectively monitor UVRR workforce development interventions and results.
- Provide programmatic oversight to selected UVRR sub-awardees focused on workforce and entrepreneurship development, including setting deliverables/KPIs, reviewing performance reports, ensuring quality, compliance, and donor-reporting standards.
- Coordinate selection and support oversight of external consultants and/or service contributing to UVRR workforce, entrepreneurship and economic development interventions, making sure their outputs correspond to the expected deliverables.
- Facilitate IREX engagement within the business community, through developing relationships with private sector employers, advocating for veteran-friendly employment policies, and promoting IREX's best practices in veteran employment.
- Contribute to design and implementation of programs and services that support veteran entrepreneurship and self-employment.
- Provide recommendations on policies, services, and tools that would facilitate smooth inclusion of veterans in Ukrainian economy, including tools and incentive mechanisms for businesses.
- Identify practices and approaches that create an enabling environment for veteran economic integration and propose ways to institutionalize, scale, or sustain them to achieve long-term effect.
- Work closely with the representative bodies from the Government of Ukraine, NGOs, donors, relevant professional associations, and other stakeholders and partners.
- Collaborate with other IREX programs and teams to share insights, challenges, and successes to enhance UVRR and IREX effectiveness
- Contribute to capturing program outcomes and assessing impact
- Represent the UVRR Program in external meetings, conferences, or workshops when delegated.
- Travel to regions to attend events and/or meetings, upon request
- Other programmatic and administrative duties as assigned.
Experience and Expertise
- Bachelor's degree in a relevant field.
- A minimum of 5 years of work in the NGO sector, program coordination, project management/
- Proven experience of working for workforce and/or economic development initiatives, entrepreneurship, employment programming, or vocational training/reskilling.
- Understanding of the Ukrainian labor market and economy, veteran reintegration issues, social enterprise initiatives.
- Proven ability to engage and build partnerships with private sector actors, training institutions, government agencies.
- Demonstrated experience in subaward management and donor-reporting
- Experience of working with vulnerable and at-risk groups and understanding of Do No Harm approach
Skills
- Proven ability to design and coordinate program activities and staff in a complex environment.
- Demonstrated ability to communicate effectively with diverse stakeholders, including national and local governments, civil society, and international partners.
- Ability to translate practices into policies and communicate complex topics, such as sustainability, impact, and localization to different audiences.
- Strong presentation skills.
- Strong organizational and problem-solving skills, with the ability to manage multiple priorities.
- Excellent oral and written communication skills in English and Ukrainian.
- Strong teamwork, mentoring, and leadership potential.
- Proficient in Microsoft office products, including Excel.
Must demonstrate valid proof of unrestricted authorization to work in Ukraine.
