About the Strategic Program Manager Position:
The Strategic Program Manager is a critical cross-functional leader responsible for driving enterprise-level initiatives that strengthen Avalon's delivery model, improve customer and partner outcomes, and increase operational clarity across teams. This role operates at the intersection of Sales, Implementation, Product, Data, and Client Experience, ensuring that strategic programs are aligned, governed, and executed with consistency, speed, and quality.
The Strategic Program Manager brings structure to ambiguity, establishes clear operating rhythms, and creates predictable, repeatable frameworks that elevate delivery performance across the organization.
This position is eligible for remote work, but quarterly travel will be required to Avalon's corporate office located in Tampa, Florida.
Strategic Program Manager Essential Functions and Responsibilities:
Sales-to-Service Program Leadership
- Lead the end-to-end Sales-to-Service program, including pre-contracting requirements, intake workflows, handoff standards, integration readiness, and downstream delivery quality.
- Establish and reinforce clear roles, expectations, and deliverables throughout the client lifecycle.
- Ensure seamless alignment between Sales, Implementation, and operational teams to support consistent, predictable client onboarding.
Strategic Program Governance
- Stand up and manage enterprise-level workstreams tied to data capabilities, integration strategy, delivery quality, and testing model evolution.
- Provide program governance through issue escalation, risk mitigation, dependency tracking, and cross-functional accountability.
- Deliver biweekly program updates to senior leaders, surfacing risks early and supporting timely decision-making.
- Prepare materials and insights that support operating goals, quality targets, and executive-level reviews (e.g., MBRs, QBRs, steering committees).
Operational Frameworks
- Develop, maintain, and continuously improve foundational tools and documentation including diligence requirements, implementation collateral, data standards, integration artifacts, and downstream delivery guides.
- Ensure these assets drive standardization, reduce ambiguity, and promote a consistent, high-quality client experience.
Cross-Functional Alignment
- Serve as the connective tissue across Sales, Product, Data & Analytics, Implementation, and CST to ensure shared priorities and coordinated planning.
- Establish predictable operating rhythms, facilitate structured program updates, and maintain clear communication channels.
- Bring clarity to ambiguous or evolving spaces by defining processes, decision rights, and expectations across teams.
Delivery Quality, Data Readiness, and Operational Discipline
- Ensure foundational data elements, change control processes, and governance structures are well-designed, socialized, and consistently applied.
- Partner with Data & Analytics, Implementation, and Product teams to ensure integration readiness and high-quality downstream delivery.
- Drive operational consistency, speed, accuracy, and quality through disciplined frameworks and continuous improvement efforts.
Strategic Program Manager Minimum Qualifications:
- Bachelor's degree in business, Operations, Information Systems, or a related field.
- 5+ years of program or project management experience, with demonstrated success leading cross-functional, enterprise-level initiatives, preferably at a health plan or a tech-enabled health services company.
- Strong knowledge of program management methodologies, including governance, risk management, dependency mapping, and stakeholder communication.
- Proven ability to establish structure in ambiguous environments and translate strategic goals into actionable program plans.
- Exceptional communication and facilitation skills, with the ability to influence and align stakeholders across Business Development, Product, Data, Implementation, and Client Services.
- Strong analytical and organizational skills, with the ability to break down complex workflows, track progress across multiple workstreams, and drive accountability.
- Experience with project management and collaboration tools (e.g., Jira, Confluence, Smartsheet, or similar).
- Demonstrated ability to produce clear program updates for leadership, identify risks early, and drive timely decision-making.
Strategic Program Manager Preferred Qualifications:
- Experience with technical service implementation programs and requirements.
- Professional certifications such as PMP, PgMP, Agile/Scrum, SAFe, or Lean/Six Sigma.
- Experience in healthcare, health tech, SaaS, or other technology-enabled service environments.
- Background supporting data governance, data readiness, or integration-focused initiatives.
- Experience leading operational transformation or continuous improvement programs.
