Overview
The U.S. Cybersecurity and Infrastructure Security (CISA) mission is to lead the national effort to protect and enhance the resilience of the nation's physical and cyber infrastructure. CISA includes the CISA Mission Enabling Offices (MEOs) and six Divisions: the Cybersecurity Division (CSD), the Emergency Communications Division (ECD), the Integrated Operations Division (IOD), Infrastructure Security Division (ISD), the Stakeholder Engagement Division (SED), as well as, the National Risk Management Center (NRMC), which are headquartered within the National Capital Region (NCR).
CISA's information technology (IT) landscape has historically produced networks and systems individually managed and maintained within each of its Divisions as well as its MEOs. This task order is to provide Enterprise Engineering and Operations Support Services (EEOSS) to CISA/OCIO to establish enterprise IT capabilities. These enterprise IT capabilities shall support CISA's ability to continue establishing a modern IT infrastructure; engaging in various initiatives to evaluate and implement emerging technologies; migrating to the cloud; supporting mobility and collaboration platforms; and continually improving the performance, security, and availability of enterprise IT services.
We are seeking a Technical Delivery Manager to join our team and lead a dynamic team that manages and maintains a scalable eLearning platform available to on-site and remote CISA personnel, contractors and partners to access, manage and report on all training and compliance. This role ensures technical excellence, cybersecurity compliance, and timely delivery by managing tasks, tickets, change requests, vulnerability remediation, and development cycles across multiple teams and environments.
Primary Responsibilities:
- Work with engineers and developers to document and maintain implementation plans.
- Manage the backlog and Scrum board, ensuring tickets are properly prioritized, tracked, and resolved within defined SLAs.
- Facilitate sprint ceremonies, including stand-ups, planning, retrospectives, and demos.
- Oversee configuration and deployment processes, including code changes, AMI (Amazon Machine Image) updates, environment refreshes, and release deployment.
- Manage integration of identity and access management solutions, including Okta and Microsoft Entra ID, to support authentication, single sign-on (SSO), and role-based access control.
- Direct the implementation of DevSecOps practices, automation scripts, and CI/CD pipelines for consistent, secure deployments.
- Collaborate with cybersecurity teams to ensure compliance with organizational and federal security standards (e.g., FedRAMP, NIST 800-53, TIC 3.0).
- Oversee vulnerability management activities across LMS infrastructure, applications, and dependencies, ensuring timely patching and remediation.
- Partner with system engineers and security analysts to identify, assess, and mitigate vulnerabilities from scans and audits.
- Ensure alignment with the organization's cybersecurity framework, implementing continuous monitoring, incident response coordination, and audit readiness.
- Track and report on vulnerability closure metrics, risk exposure, and compliance posture.
- Monitor and ensure timely resolution of support tickets across incidents, problems, and change requests.
- Develop and execute test plans, including user acceptance testing (UAT) and regression testing prior to production releases.
- Document SOPs, configuration changes, and implementation guides to ensure knowledge continuity and audit traceability.
- Generate metrics on performance, ticket closure rates, vulnerability trends, and delivery timelines for executive reporting.
- Coordinate with instructional designers, developers, and system engineers to align LMS functionality with learning objectives.
- Collaborate with DevSecOps, Cloud, and Cybersecurity teams to maintain a resilient and compliant system architecture.
- Liaise with vendor partners and internal IT teams to coordinate patching, monitoring, and infrastructure optimization.
- Translate business needs into actionable technical requirements and communicate project status to stakeholders and leadership.
- Monitor post-implementation results, validate success criteria, and document lessons learned to improve future change processes.
- Oversee scheduling, communication, and documentation of planned outages, maintenance windows, and production deployments.
- Ensure transparency with leadership by reporting upcoming changes, potential risks, and mitigation strategies.
Responsibilities
- Bachelor's degree in Computer Science, Information Systems, or related field.
- 4+ years of experience managing delivery for enterprise applications, preferably Moodle or other LMS platforms.
- Strong communication, documentation, and stakeholder engagement skills.
*Must be eligible to obtain a Department of Homeland Security EOD clearance ( Requirements 1. US Citizenship, 2. Favorable Background Investigation)
Qualifications
- PMP, Agile, or Security+ certification preferred.
- Strong understanding of AWS, vulnerability management, IAM integrations (Okta, Entra ID), and DevSecOps pipelines.
- Experience with PHP, SQL, HTML/CSS/JavaScript, and Git-based version control.
- Demonstrated ability to lead cross-functional teams and deliver secure, high-quality outcomes on schedule.
Clearance Preference:
- DHS EOD - 1st priority
- Any DHS badge + DoD Top Secret or Secret - 2nd choice
- DoD Secret or Top Secret + willingness to get EOD clearance - 3rd choice (it can take 45 days to obtain EOD clearance work can only begin once the clearance is fully adjudicated)
