Description
This position leads engineering and administrative functions that shape MnDOT’s District 1 project pipelines, including planning, traffic engineering, project management, right of way, and surveying. It provides executive oversight of early project planning and scoping, promotes efficient program development, coordinates work across teams and external partners, and contributes to district-wide management. Overall, the role ensures District 1’s highway improvement program is strategically aligned, fiscally responsible, and ready for successful design and construction.

Requirements
Minimum Qualifications:
- Licensure as a professional Engineer with the Minnesota Board of Architecture, Engineering, Land Surveying, Landscape Architecture, Geoscience and Interior Design (AELSLAGID)
- Five years of professional post-registration experience of which three years of experience must be at the Engineer Principal level or equivalent

- Technical expertise: Experience leading multidisciplinary transportation program development that includes planning, traffic analysis, project scoping, environmental review, right of way, and survey coordination; and experience directing engineering decisions, aligning resources, and ensuring timely, well-coordinated project readiness.
- Leadership: Experience leading and managing organizational initiatives and developing and implementing innovative solutions to complex issues. Experience leading and motivating direct reports and other staff to accomplish projects or programs.
- Fiscal: Experience managing large, complex budgets including allocating resources.
- Communication/Human relations: Strong oral and written communication skills with experience building and maintaining relationships with staff and a variety of agencies, organizations and/or stakeholders.
