Description
The successful candidates will be responsible for inspecting all construction types (multi-family residential, 7 units or greater, and Commercial) for code compliance in the areas of Building, Plumbing, Electrical, Mechanical works and LPG systems.
The post holders will be considered as part of the Essential Staff members; as such, in the event of natural disaster, will be required to remain on Island and assist in the Damage Assessment process, Island wide.
Other responsibilities will include but are not limited to:
- Interacting and assisting applicants, contractors and the general public with concerns/questions regarding building permits, inspections and certificates of occupancy;
- Conducting inspections (buildings/plumbing/electrical, mechanical and/or fire protection systems) to ensure that construction and component installations are safe, in accordance with approved plans and compliant with codes and statutes;
- Logging and keeping inspection status and details updated in the computer tracking system and providing inspection reports as necessary;
- Provide training and assistance to junior staff as needed;
- In the event of a Natural disaster, the post holder will be required to remain on Island and assist in the Damage Assessment process.
Qualifications & Knowledge
Applicants must possess, at a minimum, the following:
- An Associate degree in construction technology or related field is required
- ICC or similar certification in three or more of the following disciplines: commercial building, plumbing, electrical, mechanical, LPG and/or fire protection systems.
- Knowledge of general construction practices;
- Proficient in the relevant codes that certification(s)are in;
- Knowledgeable in the 2009 ICC family of codes, IBC, IPC, IMC, NEC (2014), and ANS1 117.1.
Experience & Skills:
The post requires at a minimum five (5) years performing inspections in three or more of the following disciplines: commercial and/or multi-family building, plumbing, electrical, mechanical, LPG and/or fire protection systems.
- Ability to accurately read and comprehend construction drawings;
- Strong communication proficiency including verbal, written, comprehension and listening skills facilitating detailed inspection reports and email correspondence to contractors and other customers (internal and external);
- Maintain high level of professionalism at all times;
- Strong inter-personal, public relation and teamwork skills;
- Ability, competency and willingness to provide training to junior staff;
- Time management, attention to detail and ability to work with minimal supervision;
- Must be able to work in a fast-paced environment and meet established deadlines;
- Keep accurate computer records of technical information associated with project inspections, using the permit tracking system.
- Display high standards of ethical conduct, honesty, and integrity.
- Possess valid driver’s license.
The remuneration package for the successful candidate is offered without deductions. The Cayman Islands Government provides an additional 12% pension contribution and 100% health insurance coverage for the employee and their dependents.

Requirements
1. JOB PURPOSE
The post holder will be responsible for inspecting all construction types (multi-family residential, 7 units or greater, and commercial) for code compliance in the areas of building, plumbing, electrical mechanical works, Liquid Petroleum Gas (LPG) and /or fire protection systems.
The post holder is considered an Essential Staff member; as such, in the event of natural disaster, he/she will be required to remain on Island and assist in the Damage Assessment process, Island wide.
2. DIMENSIONS
The primary dimensions of the post are:
- Conducting about 1800 to 2200 inspections annually;
- Log inspections and report(s) for each inspection;
- Reporting directly to the Building Inspections Supervisor (BIS), however the post holder will be required to liaise with the other Inspectors as needed;
- The post holder is not responsible for any budget.
3. PRINCIPAL ACCOUNTABILITIES
Conduct inspections (building/ plumbing/ electrical/mechanical and or fire protection systems) to ensure that construction and component installations are safe, in accordance with the approved plans, and in compliance with the relevant codes and statutes.
Interact and assist applicants, contractors and the general public with concerns and questions regarding building permits, inspections and certificates of occupancy.
Log and keep inspection status and details updated in the computer tracking system. Provide inspection reports as necessary. Keep the My-Vista Time module updated.
As a member of the team, the post holder is considered - Essential Staff. As such, in the event of a Natural disaster, the post holder will be required to remain on Island and assist in the Damage Assessment process.
Perform any other related duties as assigned by the BIS, DDOP(BC), or DOP, and ensure that tasks are completed within assigned timelines. Additional duties include, but are not limited to, assisting with training and development new team members and /or junior staff.
4. BACKGROUND INFORMATION
The Department of Planning is responsible for reviewing all development applications on the Island. As part of the application approval process a building permit is generally a condition of planning permission. The post holder will be responsible for inspecting a combination of building, plumbing, electrical, mechanical and/or fire-protection systems.
5. QUALIFICATIONS, KNOWLEDGE, SKILLS AND EXPERIENCE
Post holder shall possess, at a minimum, the following:

- Ability to accurately read and comprehend construction drawings;
- Strong communication proficiency including verbal, written, comprehension and listening skills facilitating detailed inspection reports and email correspondence to contractors and other customers (internal and external);
- Ability to participate in the damage assessment process following a natural disaster;
- Maintain high level of professionalism at all times;

- Computer proficient including MS Office suite
- Time management, attention to detail and ability to work with minimal supervision;
- Must be able to work in a fast-paced environment and meet established deadlines;

7. ASSIGNMENT AND PLANNING OF WORK
a) The workload of the Combination Inspector is generated mainly by the number of applications submitted for building permits and requests for inspections.
b) Inspections are scheduled on the same basis, and requests are to be addressed within three (3) working days but preferably by the next working day. Some final inspections must be coordinated with other Government agencies.
c) The Deputy Director of Planning (BC) assigns inspection areas for all the inspectors.
8. SUPERVISION OF OTHERS
The postholder does not supervise others, however, he/she will be required to assist in providing training /induction to staff as needed.
9. OTHER WORKING RELATIONSHIPS
The post holder routinely consults with architects, building contractors, homeowners, government agencies, and authorities. Also, a close working relationship is necessary with other inspectors and planners/planning assistants.
10. DECISION MAKING AUTHORITY AND CONTROLS
The post holder is required:
a) To determine if the work being conducted is compliant with the relevant codes, regulations and the department-approved drawings;
b) To determine if any device or component being installed is safe and has the required permit or approval allowable under code;
c) If any work or components pose an immediate threat to life and safety, the post holder has the authority to temporarily issue a cease-work order, after which the DDOP (BC) or the DDOP (BC) designate must be immediately notified.
All other decisions are to be made in consultation with the DDOP (BC) or the DDOP (BC) designate. The post holder is encouraged to make recommendations with regard to any issue relating to operational efficiency and effectiveness

b) exercising discretion in the dissemination of information and maintaining professionalism in cases of adversity;
c) requirement to remain on Island (as Essential Staff) and assist in the damage assessment process following a natural disaster; It should be noted, the islands are susceptible to Hurricanes 6 months of the year (i.e. Hurricane season: June – November)
d) maintaining good staff working relations partially due to the cosmopolitan nature of workforce;
e) handling public scrutiny;
12. CODE OF CONDUCT AND CONFLICTS OF INTEREST
The Civil Service has adopted a Code of Conduct that is embedded in legislation. It is the responsibility of staff to ensure that they do not abuse their official position for personal gain or seek to advance private business or other interests in the course of their official duties.
13. WORKING CONDITIONS
Working conditions are considered favourable and office conditions are in accordance with current legislation and the Ministry’s policies and guidelines. The post holder will have access to a departmental vehicle for department business.
Generally the post holder will be outdoors in working conditions which are hot/humid. The work requires physical exertion such as long periods of standing; walking over rough terrain or rocky surfaces; recurring bending, crouching, stooping, stretching, reaching, or similar activities; occasional lifting of moderately heavy items such as computers and record boxes. The work may require specific but common physical characteristics and abilities such as lifting up to 50 pounds, above-average agility, and dexterity.
As stated above, the post holder is considered Essential Staff; in the event of a natural disaster (Hurricane, Earth Quake etc.), the post holder will be required to remain on island and assist in the Damage Assessment process /exercise.
The post-holder must be able to deal with emotional situations, occasional verbal abuse and cannot be sensitive or allergic to common construction materials.
