Description
AWS Infrastructure Services owns the design, planning, delivery, and operation of all AWS global infrastructure. In support of AWS's continued growth, the Data Center Construction team is seeking a Senior Construction Manager to lead both data center construction delivery and/ or complex Outside Owner Boundary (OOB) infrastructure programs supporting hyperscale data center developments across the region.The Senior Construction Manager will be responsible for day-to-day construction oversight and management of contractors for data center builds, as well as serving as the regional technical and delivery lead for offsite infrastructure projects including transmission lines, substations, utility corridors, water supply systems, wastewater infrastructure, and large-scale civil utility works. This role will drive strategic utility delivery initiatives across multiple campuses and regions while partnering closely with utility providers, government agencies, engineering teams, and AWS stakeholders.
The successful candidate will have deep expertise in mission critical facility construction and utility/infrastructure delivery, strong commercial and technical acumen, and demonstrated experience managing highly complex programs with significant operational and schedule impact. This role requires the ability to influence senior stakeholders, manage regional delivery strategies, mitigate infrastructure risk, and establish scalable mechanisms to support AWS's long-term infrastructure growth.
Key job responsibilities
• \tProject management and oversight of construction-related activities for new builds or general capital projects. This includes ownership of project scope, timeline, and budgets.
• \tDriving costs down and schedules shorter while maintaining quality.
• \tProvide Construction Management for specific initiatives aimed at increasing the resiliency of data centers.
• \tReview of constructability of electrical and mechanical system and building designs associated with the construction of new data centers or the optimization of existing data centers.
• \tCreation of project scope and equipment requirements, assist with request for proposals, and capital requests.
• \tTotal project quality including assisting with commissioning and integrated system testing and oversight of the execution of the project.
• \tIssue/manage the Request for Information process during construction and coordinate construction administration with engineers.
• \tConcurrently managing multiple projects including new data center building and capital improvement projects associated with existing data centers.
• \tOperational support of installed facilities including review of procedures, best practices, and maintenance initiatives.
• \tBe a leader within the group as well as within internal and external teams that support the data center.
• \tTravel to data center sites for electrical systems audits, mechanical system reviews, constructability reviews, startup testing, and full commissioning as required.
• \tLead regional delivery strategy for outside owner boundary infrastructure supporting AWS data center developments.
• \tOwn execution of complex transmission, substation, water, wastewater, and utility infrastructure programs across multiple projects and campuses.
• \tAct as senior AWS owner's representative for utility and offsite infrastructure delivery.
• \tDrive alignment between utility infrastructure milestones and AWS data center deployment schedules (ROMP milestones).
• \tCoordinate with utility providers, EPC contractors, AHJs, consultants, and government stakeholders to ensure successful project delivery.
• \tDevelop infrastructure risk mitigation strategies related to permitting, schedule, energization, and operational readiness.
• \tDrive standardization and scalable delivery mechanisms across regional infrastructure programs.
• \tLead constructability, value engineering, schedule recovery, and escalation management efforts for offsite infrastructure.
• \tOversee infrastructure quality management, commissioning readiness, energization planning, and operational turnover.
• \tManage RFIs, submittals, NCRs, and turnover documentation for utility infrastructure projects.
• \tDevelop executive reporting, infrastructure readiness metrics, and regional program dashboards.
• \tInfluence infrastructure strategy, utility engagement models, and long-term regional capacity planning initiatives.
• \tLead cross-functional coordination with Real Estate, Design Engineering, Energy & Water, Construction, ACx, CPI, Legal, Procurement, and Operations teams.
• \tRecording and reporting key metrics to team members and management.
• \tMonitor contractor performance and ensure compliance with AWS standards and contractual obligations.
• \tMentor and support Construction Managers and project teams across the region.
• \tIdentify and implement process improvements to increase delivery efficiency, quality, and scalability.
• \tSupport constructability reviews, procurement activities, and contractor onboarding across all project types.

BASIC QUALIFICATIONS
- Bachelor's degree in Construction Management, Civil Engineering, Electrical Engineering, Mechanical Engineering, Architecture, or related discipline.
- 12+ years of experience in design, construction management, and delivery of large-scale utility, infrastructure, industrial, or mission critical construction programs.
- Experience managing complex transmission, substation, water infrastructure, utility interconnection, or mission critical facility construction projects.
- Experience in program management in mission critical facilities.
- Experience leading multi-disciplinary teams and managing external stakeholders at a senior level.
- Strong understanding of construction execution, commissioning, utility coordination, commercial management, and project controls.
- Experience managing multiple concurrent projects and regional delivery programs.
- Experience in reading and interpreting construction-related drawings for all disciplines.
- Experience carrying new design concepts through exploration, development, and into deployment/mass production.
- Strong communication, leadership, and stakeholder management skills.
PREFERRED QUALIFICATIONS
- Experience delivering hyperscale data center or mission critical infrastructure projects (data centers, semi-conductors, hospitals, oil and gas).
- Experience managing regional utility infrastructure portfolios.
- Experience working with utility providers and authority approval processes.
- Familiarity with utility regulation, authority approvals, easements, environmental compliance, and local building codes (Fire, Building, Energy Efficiency, Sanitary, Safety Codes).
- Experience driving standardization and scalable delivery mechanisms across programs.
- Experience with infrastructure resiliency, utility capacity planning, and long-term strategic delivery initiatives.
- Familiarity with energization, commissioning, and operational turnover activities.
- Experience with Primavera P6, Procore, BIM 360, or enterprise reporting/project management tools.
- Previous vendor and contractor/subcontractor negotiation and management skills associated with construction and project execution.
- Experience in mechanical and electrical systems.
- Experience managing infrastructure risk, permitting, and environmental compliance.
- Ability to operate effectively in highly ambiguous and fast-paced environments.
- Demonstrated ability to influence senior leadership and drive cross-functional alignment.
