Description
Cascade Water Alliance (Cascade) is seeking a Contracts & Project Support Lead to coordinate contracts administration in support of Cascade’s capital improvement and operations programs. This position will also provide technical support to Cascade’s engineering, operations, and land use staff, such as overseeing necessary permits and environmental review documents. The successful candidate will have a passion for work in a team environment, collaborating with a small team of experienced professionals for successful operation and maintenance of Cascade’s critical infrastructure, assets, and property.
Key Job Responsibilities
Coordinates multiple aspects of contracts administration for public works, ordinary maintenance, architectural and engineering contracts, and for equipment and materials purchases, including:
o Assists in the development of scopes, cost estimates, and supporting documents for new contracts and for task orders in existing contracts; issues new task orders.
o Coordinates and participates in the solicitation, selection, and negotiation of new contracts.
o Coordinates with Cascade’s General Counsel on applicable laws and with Cascade’s Risk Pool on insurance requirements, as needed, to verify Cascade and the contracted firms meet local, state, and federal laws and other requirements.
o Coordinates invoice payments with project managers and contracted firms and tracks expenses against budgets.
o Establishes and maintains a database of contracts, works with project managers in tracking work progress, tracks progress payments against the contract maximum and budget, and tracks continued compliance with active contracts.
Working with project managers, coordinates permitting activities to meet environmental standards and verify projects comply with applicable laws and regulations, including:
o In consultation with project managers, Cascade’s General Counsel, and regulatory agencies (as needed) determines which permit(s) are required for projects.
o Prepares permit documents for contractor engagement or oversees permit compliance on projects in which permitting is the contractor’s responsibility.
o Develops and applies for routine permit renewals, such shoreline exemption permits.
o Maintains a database to track active and completed permits and SEPA requirements.
Provides other technical support to other staff, primarily Cascade’s engineering, operations, and land use staff, such as:
o Supports technical data collection and analysis, plan review, and coordination activities.
o Provides support in tracking key performance indicators required of Cascade’s contracted operator at the White River - Lake Tapps Reservoir system.
Requirements
Qualifications
Bachelor’s degree in project management, construction management, architecture, engineering, paralegal studies, or related field.
Five or more years of related experience in contract management, project management, construction project management, permit administration, or related field.
Equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities may be considered.
Washington State Driver's License.
The ability to perform the job in-person both in the Bellevue office and in the field (most often at the White River - Lake Tapps Reservoir facilities) as required. The role is a hybrid position with both in-person and remote work.
Knowledge, Skills, and Experience
The ideal candidate will have knowledge and/or experience in both contracts management and project technical support, particularly permitting activities. The primary role for this position is contracts management. If project technical support knowledge or experience is limited, the candidate should demonstrate an ability to learn the essential duties of that role.
Principles and practices of contract management
Methods, materials, and techniques employed in public works construction
Pertinent federal, state, and local laws, codes and regulations, particularly those applicable to public works and architectural and engineering contracts
Principles and practices of project and operations management
Principles and practices of budget development and management
Principles and practices of permit administration
Principles of asset management
Strong technical writing and verbal communications skills
Ability to work effectively in teams
Excellent organizational skills
