Description
SUMMARY
This Department Head position plans and directs the activities of the Public Works Department, supervises Public Works personnel, and performs related work as required. Serves as Superintendent of Public Works.
Work involves administrative responsibility for the sewage collection system, water distribution system, storm sewer system, streets, sidewalks, sanitation, and building functions. Reviews and approves all projects undertaken by department as well as other parties that affect these systems.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned by Deputy Town Manager and Town Manager.
-Administers the Public Works Department within approved budgetary limits and Town purchasing policy. Develops work procedures and policies in coordination with the Deputy Town Manager. Recommends personnel actions to the Deputy Town Manager and the Town Manager. Trains personnel and plans and supervises work schedules for department personnel. Prepares reports for Town Manager and Deputy Town Manager.
-Oversees maintenance of water distribution system. Responsible for inspection, maintenance, and repair of water lines. Responsible for maintaining up to date information on condition and location of all elements of water distribution system.
-Oversees maintenance of sewage collection system. Responsible for inspection, maintenance, and repair of sewer lines and sewage pump stations. Responsible for maintaining up to date information on condition and location of all elements of sewage collection system.
-Oversees maintenance of all Town-maintained streets and sidewalks.
-Oversees maintenance of all Town-maintained storm sewers and related facilities.
-Plans and supervises snow removal from streets, Town-owned parking facilities, and other Town facilities. Operates snow removal equipment.
-Plans and supervises yard waste removal operations. Plans and supervises storm debris removal operations.
-Responsible for inspections, operations, and maintenance of Town buildings, equipment, and vehicles.
-Formulates departmental budget and CIP requests.
-Coordinates the activities of the department with other Town departments and other private and public agencies.
-Evaluates Public Works Department needs and formulates short and long-range plans to meet needs in all areas of responsibility.
-Oversees the development of goals, programs, and training courses for each of the various activities of the department.
-Attends public meetings and makes presentations as required.
-Authors reports as required.
-Reviews site and construction plans to ensure compliance with local, state, and federal regulations.
-Interprets state and federal policies, requirements, and methods and develops specific operating procedures that comply with these policies and requirements.
-Delegates tasks and activities to workers and establishes supervisory schedules and responsibilities to ensure quality and timeliness of independent decisions required to provide continuous service to the public and for the safety of workers.
-Cooperates with representatives of other jurisdictions in solving interrelated administrative, organizational, and technical problems.
-Directs maintenance of departmental equipment and structures.
-Responds to citizen complaints in a timely and professional manner.
-Assumes project manager capacity for public works related projects.
-Investigates, evaluates, and determines best application of new developments in water and waste water line work, and devises other means of safeguarding public health and securing maximum efficiency of personnel and equipment.
-Implements required and necessary safety precautions for department.
-Operates various vehicles and equipment including pickup trucks, dump trucks, rubber-tired backhoes, and sewer rodders.
-Regularly required to be on call and carry a Town-issued cellular phone. As needed, on-call status will require employee to report to work after hours, on weekends, and on holidays to perform emergency work.
-Occasionally required to work during or after special events held after hours, and on weekends and holidays.
-Performs other tasks as required.
SUPERVISORY RESPONSIBILITIES
Supervises all Public Works personnel and operations. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include: interviewing potential hires, training employees, planning, assigning and directing work, appraising performance, rewarding and disciplining employees in accordance with organization’s policies and directives of the Deputy Town Manager and Town Manager, and addressing complaints and resolving problems.

QUALIFICATIONS

EDUCATION and/or EXPERIENCE
High school degree with wide-ranging experience in construction, including extensive supervisory experience. Graduation with a four-year degree from an accredited college or university with course work in engineering or related field preferred. Must have extensive experience in street, water line, and sewer line construction and maintenance.
Broad experience operating heavy equipment, including rubber-tired backhoes and dump trucks preferred. Must have extensive experience in reading and implementing detailed construction plans and specifications. Must have significant supervisory experience and proven communication skills. Must have extensive knowledge of standard tools and equipment used in general labor work as well as utility work. Must possess knowledge of hazards of assigned work and industry-standard safety precautions and safety devices. Must possess knowledge of and have experience with OSHA and VOSH requirements.
LANGUAGE
Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from citizens, regulatory agencies, or members of the business community. Ability to write speeches and articles for publication that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or elected officials. All required language proficiencies must be in the English language.
MATHEMATICAL SKILLS
Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
REASONING ABILITY
Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
Must be able to follow detailed written and oral instructions from Deputy Town Manager and Town Manager and perform tasks as directed. Must be able to communicate work orders to subordinates and make reports to Deputy Town Manager, Town Manager, and Town Council. Must be able to work closely with consulting engineers as well as applicants for land use applications.
CERTIFICATIONS, LICENSES, AND REGISTRATIONS
-Must possess a valid driver’s license.
-Must obtain at least a Class B Commercial Driver’s License within six (6) months of being hired. After the initial six-month period, must obtain CDL during tenure.
-Must complete VDOT courses in snow removal procedure within six (6) months of being hired

While performing the duties of this job, the employee is regularly exposed to moving mechanical parts and outside weather conditions. The employee is frequently exposed to wet and/or humid conditions, fumes or airborne particles, and vibration. The employee is occasionally exposed to high, precarious places; toxic or caustic chemicals; and risk of electrical shock. The noise level in the work environment is usually loud and at times can be very loud.

Position is subject to drug testing as provided under the Town of Berryville Drug and Alcohol Testing Policy. Position is deemed to be critical to the safety and security of employees or citizens. Position is subject to all testing requirements for persons holding a Commercial Driver’s License.
