Description
Job Purpose and Basic Function
As a Health Data Analyst, responsible for providing statewide clinical analytics, health informatics expertise, technical assistance, and project leadership to Community Health Centers (CHCs). The role translates complex healthcare data into actionable insights, strengthens data quality and interoperability, and supports population health, quality improvement, and valuebased care readiness while serving as a trusted technical partner to CHCs.
Description of Primary Responsibilities and Duties
1) Clinical Data Analytics & Reporting
a. Analyze clinical, operational, utilization, quality, and population health data to identify trends, opportunities, and actionable recommendations.
b. Develop dashboards, reports, visualizations, presentations, and data summaries that support quality improvement, grant reporting, strategic planning, and organizational decision-making.
c. Perform routine data validation and reconciliation activities, including comparison of Uniform Data System (UDS) submissions with Hawaii Primary Care Association’s (HPCA's) data warehouse and population health platforms.
2) Community Health Center Technical Assistance
a. Provide technical assistance and consulting to CHCs on data quality, clinical reporting, workflow optimization, and population health analytics.
b. Mentor and support health center staff in using data to improve patient care, quality improvement initiatives, and organizational performance.
3) Health Informatics & Interoperability
a. Collaborate with Community Health Centers, Electronic Health Records (EHR) vendors, Azara Data Reporting and Visualization System (DRVS), Hawaii Health Information Exchange (HHIE), state agencies, and other healthcare partners to resolve data quality, interface, reporting, and interoperability issues.
b. Support statewide initiatives advancing data interoperability, including UDS+, Fast Healthcare Interoperability Resources (FHIR), Trusted Exchange Framework and Common Agreement (TEFCA), and other emerging healthcare technologies.
4) Strategic Programs & Project Support
a. Lead and support statewide data, informatics, and quality initiatives by coordinating projects, engaging stakeholders, and collaborating across departments to advance organizational priorities and grant objectives.
5) Professional Representation & Organizational Support
a. Represent HPCA professionally in meetings, workgroups, and statewide initiatives to foster collaborative partnerships while monitoring emerging healthcare trends, technologies, and best practices to support innovation and organizational excellence.
6) Provides additional assistance and support as assigned.

Professional/Technical Knowledge, Skills & Abilities
1) Possess a Bachelor's degree (or equivalent education and experience) in health informatics, epidemiology, public health, data analytics, or statistics, with a Master's degree preferred, alongside specialized knowledge in healthcare analytics, clinical quality improvement, and population health to provide technical expertise and support community health centers in data-driven decision-making.
2) Proficient in Microsoft Office Suite with advanced Microsoft Excel skills. Experience with Power BI, Tableau, Azara DRVS, or similar analytics platforms is preferred.
Experience with analytical languages (SQL, Python, Power Query) preferred, or the aptitude to learn them within the first year.
Licenses & Certifications
1) Professional certification in Health Informatics, Data Analytics, Project Management, Lean/Six Sigma, or Quality Improvement is desirable.
