Job Description

We are seeking an experienced PMO Manager / Telecom Project Manager with a strong background in Fixed Network telecommunications projects to manage project governance, planning, resource utilization, cost control, client coordination, and overall project performance.

The ideal candidate should have hands-on experience managing large-scale FTTH, FTTx, GPON, ODN, OSP, ISP, fiber rollout, copper-to-fiber migration, enterprise connectivity, and fixed-network deployment/maintenance projects. Exposure to mobile networks will be considered an advantage, but Fixed Network experience will be the primary requirement.

Key Responsibilities

Fixed Network Project Planning & Execution

• Manage end-to-end planning, scheduling, execution, monitoring, and closure of Fixed Network telecom projects.
• Oversee FTTH/FTTx, GPON, ODN, OSP/ISP, fiber rollout, migration, installation, testing, commissioning, maintenance, and handover activities.
• Monitor project milestones, dependencies, productivity, resource utilization, and delivery against agreed SLAs/KPIs.

PMO Governance & Reporting

• Establish and maintain project governance, project plans, trackers, RAID logs, dashboards, and management reporting.
• Prepare weekly/monthly MIS, KPI/SLA reports, project progress dashboards, resource reports, and executive presentations.
• Track project performance against baseline schedules, budgets, and client commitments.

Client & Stakeholder Management

• Act as a key interface with telecom operators/clients for project performance, progress reviews, escalations, and governance meetings.
• Manage client expectations and coordinate resolution of operational and project delivery issues.

Costing, Budget & Commercial Control

• Prepare and monitor project budgets, forecasts, resource costs, subcontractor costs, and CAPEX/OPEX where applicable.
• Monitor project profitability, cost variance, productivity, invoicing milestones, and opportunities for cost optimization.

Resource, Vendor & Subcontractor Management

• Plan and manage deployment of project managers, engineers, supervisors, technicians, field teams, vendors, and subcontractors.
• Monitor manpower productivity, material availability, vendor performance, and subcontractor deliverables.
• Coordinate with engineering, operations, procurement, commercial, finance, and field teams.

Risk, Quality & Delivery Management

• Identify project risks, bottlenecks, dependencies, permit/ROW issues, resource constraints, and material delays.
• Develop mitigation and recovery plans to protect project timelines.
• Ensure work complies with client specifications, telecom standards, quality requirements, HSE requirements, and acceptance criteria.

Requirements

• Bachelor's Degree in Engineering, Telecommunications, Project Management, Business Administration, or related discipline.
• 5+ years of Telecom Project Management / PMO experience preferred.
• Strong Fixed Network experience is mandatory.
• Proven exposure to FTTH, FTTx, GPON, ODN, OSP/ISP, Fiber Optic Networks, network rollout, installation and maintenance.
• Experience managing large field teams, vendors and subcontractors is highly preferred.
• Strong knowledge of project planning, scheduling, budgeting, costing, resource planning, risk management and PMO governance.
• Strong client-facing and stakeholder management capabilities.
• Proficiency in MS Project, Primavera P6, Advanced Excel, Power BI or similar PMO/reporting tools.
• PMP or equivalent project management certification is preferred.
• UAE/GCC telecom operator or major telecom vendor/contractor experience will be a strong advantage.

Priority Hiring Profile

Candidates whose experience is predominantly IT/software PMO, digital transformation, cloud, data centers, or purely RAN/mobile engineering should rank lower unless they also demonstrate substantial fixed-network project delivery experience.

7,000 - 8,000 AED Gross salary with company provided visa and health insurance.
