Description
Job SummaryThe Program Manager (Head of Project rank) a key leadership role within the CBRE Data Center Solutions Direct Line business, responsible for the delivery and oversight of data center whitespace & technology infrastructure projects across Japan.
Additionally, the Program Manager supports and manages all client relationships, acting as a trusted advisor and project leader to grow the business relationship and projects offering within DCS - Directline business. Working closely with the Operations Director, you will co-own the Whitespace Projects Business, ensure quality project delivery and pipeline, while leading a team of technically-savvy data center ICT professionals.
Key Responsibilities
- Report on all major DC developments in Japan ensuring the senior management team are fully informed of all potential opportunities in the market
- Manage the assigned client portfolio, build and maintain strong relationships with our existing client base and partners.
- Drive growth in the CBRE DCS Projects business by maintaining a strong pipeline for Whitespace/Technical Infrastructure projects together with the Operations Director.
- Provide leadership in identifying and specifying project opportunities and in delivering contractual commitments on secured projects
- Delivering effective business communications and direct contribution to management team meetings, briefings, consultation forums, monthly and ad-hoc reporting and other publications, as appropriate.
- Supporting the sales process through solutions development, participation in presentations and consultation meetings
- To ensure projects are delivered to completion on time and on budget and to the satisfaction of all parties
- To identify, reduce and manage all risks (technical, statutory, health and safety, commercial or otherwise) associated with each and every project.
- Ensure compliance with CBRE project management policies and procedures.
- Ensure the provision of healthy and safe working conditions and that both clients and Company health and safety policy and process is effectively implemented across both CBRE and sub-contractor activities and are regularly reviewed on every project. This will include the timely delivery of a Health and Safety file for the work and full compliance with local regulations.
- Establish and executes resource & people strategy
- Ensure positive cash flow through the upfront agreement of a relevant payment schedule and the submission of timely invoices/applications for payment.
- Ensure appropriate control systems to ensure statutory, policy and contractual commitments are met.
- Strategic interpreter of needs and identifier of new value-added services
- Working with other Operational managers to ensure the collaborative development of the projects business with effective team working and support of colleagues.
Requirement
- Minimum 10 years of experience in a Critical Environment / Data Center ICT project business, demonstrating proven project portfolio management experience at a contract management level.
- Minimum 3 years of experience in developing new project opportunities and managing sales pipelines, proven track record in developing and presenting bids, tenders and proposals
- Strong influencing, selling and negotiation skills
- Understand Japan local commercial and financial metrics
- Internal and external customer management
- Knowledge of the construction market and data center industry in Japan is highly preferred.
- Broad understanding of construction Health and Safety law and legislation
- Prior team leadership experience is required
Qualifications
- Class 1 / Class 2 Electrical Construction Management Engineer, or relevant experience (1級/2級電気施工管理技士)
- Chief Electrical Engineer (Type 1-3), or relevant experience (1種3種いずれか)
- Electrical Worker (Electrician License) (電気工事士)
- Class 1 / Class 2 Telecommunications Construction Management Engineer, or relevant experience(1級/2級電気通信工事施工管理技士)
- Telecommunications Installation (電気通信施工)
- Excellent use of Microsoft Packages such as MS Word, Excel, PowerPoint.
- Able to manipulate and interpret large amounts of data utilizing BI tools, pivot tables etc.
- Familiarity of local/national regulatory codes, guidelines, and permit processes.
- Engineering/Technical qualification e.g. Electrical, or Mechanical.
- Proficiency in both business level Japanese (JLPT2 or equivalent) and business level English is preferred. We also welcome monolingual candidates
