- ROC Post Purchase Manager
Description
JOB SUMMARY: The ROC Post Purchase Manager leads NeighborWorks Montana’s post-purchase technical assistance services for Montana’s resident owned communities (ROCs). The position directly supervises the ROC Program Specialist positions, coordinates consistent and high-quality service across the statewide ROC portfolio, and serves as the primary management for day-to-day post-purchase operations. The Manager ensures that ROCs receive effective coaching on governance, financials, compliance and property management that builds resident leadership and long-term community sustainability. The position also leads or coordinates refinancing transactions for existing ROCs and works closely with the Cooperative Housing Director on complex community issues, strategic priorities, program quality, and organizational risk.
Requirements
MINIMUM QUALIFICATIONS
- BA/BS in business, public administration, community development, human services, finance, real estate, or a related field, or an equivalent combination of education and experience.
- Five years of progressively responsible experience in affordable housing, cooperative development, community development, nonprofit management, commercial real estate, lending, asset management, or related work.
- Demonstrated experience supervising, coaching, and developing staff, including workload management, performance feedback, and accountability.
- Strong project management skills and the ability to manage multiple complex priorities, deadlines, partners, and community needs across a statewide portfolio.
- Experience reviewing financial statements, operating budgets, capital improvement plans, loan documents, and compliance requirements; experience with commercial real estate refinance or transactions strongly preferred.
- Ability to facilitate group interactions, develop and teach adult education, and coach volunteer resident leaders in a range of settings.
- Proven ability to work collaboratively with diverse constituencies, including residents, lenders, attorneys, property managers, engineers, government agencies, and nonprofit partners.
- Excellent oral and written communication, sound judgment, conflict navigation skills, and the ability to communicate complex information clearly.
- Working knowledge of Microsoft Office Suite, Salesforce or another CRM, Asana or other project management system, web-based applications, and general office systems.
- Ability to travel throughout Montana and occasionally out of state. Must be available for periodic evening and weekend meetings and possess a valid driver’s license.
TEAM LEADERSHIP, SUPERVISION & PROGRAM OPERATIONS
- Directly supervise the ROC Program Specialists responsible for post-purchase technical assistance.
Provide regular supervision, coaching, performance feedback, professional development, and clear accountability for team members. - Assign community portfolios and special projects; monitor workloads, capacity, travel, service levels, and deadlines to ensure equitable and effective use of staff resources.
- Create and maintain consistent team systems, workplans, documentation standards, service expectations, and internal communication practices for post-purchase technical assistance.
- Lead regular post-purchase team meetings, portfolio reviews, and cross-training to strengthen consistency, collaboration, and collective problem-solving.
- Identify complex, high-risk, or sensitive community issues and coordinate timely escalation to the Cooperative Housing Director, Executive Director, legal counsel, lenders, or other partners as appropriate.
- Work with the Cooperative Housing Director to establish annual post-purchase goals, priorities, performance measures, budget needs, staffing plans, and strategies for long-term program sustainability.
- Support recruitment, onboarding, training, and retention of post-purchase team members and maintain current position roles and scopes of work.
ROC TECHNICAL ASSISTANCE & SERVICE QUALITY
- Oversee delivery of direct, ongoing technical assistance to existing ROCs, ensuring services promote effective governance, strong community engagement, sound financial management, successful property operations, and increasing self-sufficiency.
- Maintain a clear understanding of the organizational, financial, physical, and leadership health of each ROC and ensure appropriate technical assistance plans, goals, follow-up, and documentation are in place.
- Provide consultation and direct support on complex board governance, member relations, bylaws, rules enforcement, elections, property management, budgeting, capital planning, and organizational conflict.
- Ensure ROC boards receive effective coaching and training related to board roles, meeting management, parliamentary procedure, policies, member applications, community rules, annual budgets, reserves, and long-term capital improvement planning.
- Oversee development, adaptation, and consistent use of educational curriculum, board manuals, cooperative business documents, templates, policies, and other technical assistance tools.
- Coordinate peer learning, statewide training, leadership development, and the annual Montana ROC Summit with the Cooperative Housing Director and other NWMT team members.
- Provide direct technical assistance to communities when staff capacity, complexity, risk, transition, or other circumstances require manager-level involvement.
ASSET MANAGEMENT, COMPLIANCE & FINANCIAL OVERSIGHT
- Oversee asset management practices for the ROC portfolio, including monitoring community financial performance, organizational health, property management, reserves, capital needs, and compliance with financing documents and regulatory agreements.
- Ensure accurate and timely collection, review, maintenance, and reporting of ROC financial statements, budgets, audits or financial reviews, tax filings, reserve fund transfer requests, board documents, annual business renewals, insurance renewals, and other recurring community obligations and required records.
- Review community financial performance and trends; support staff and ROC boards in identifying concerns, developing corrective action plans, and strengthening long-term financial sustainability.
- Coordinate lender, investor, and monitoring agency reporting and ensure compliance with technical assistance agreements, loan servicing agreements, grant agreements, and other applicable requirements.
- Provide training, direction, and accountability support to ROC property management companies and assist communities in evaluating or addressing property management performance when needed.
- Coordinate with the Cooperative Housing Director and lenders on portfolio-level risk, troubled assets, delinquency, financial restructuring, major capital needs, and other matters with organizational or lender implications.
COMMUNITY REFINANCING & CAPITAL PROJECTS
- Lead and coordinate refinancing of existing ROC communities as loans mature or refinancing is otherwise needed to improve terms, fund capital improvements, restructure debt, or strengthen long-term community sustainability.
- Manage refinancing projects from initial assessment through closing, including project planning, financial projections and analysis, lender engagement, resident education and approvals, due diligence, document collection, legal coordination, and closing readiness.
- Work with lenders, attorneys, appraisers, engineers, property managers, government partners, and other professionals to identify and structure appropriate financing solutions.
- Ensure ROC boards understand proposed financing terms, risks, obligations, timelines, and required membership actions, and coordinate resident decision-making consistent with governing documents and lender requirements.
- Support Program Specialists and ROC boards in planning and implementing capital improvement, infrastructure, and rehabilitation projects, including applications for funding and contractor or consultant coordination.
- Serve as project manager for selected complex community projects and oversee consultant and contractor scopes, deliverables, budgets, and performance.
PARTNERSHIPS, RESOURCE DEVELOPMENT & CONTINUOUS IMPROVEMENT
- Maintain productive working relationships with ROC USA, lenders, attorneys, property managers, engineers, local and state government, trade associations, nonprofit partners, and other partners supporting existing ROCs.
- Contribute to grant applications, financing applications, funder reports, reimbursement requests, program budgets, and other resource development activities supporting post-purchase services and community projects.
- Participate in national and regional networks that advance resident ownership, manufactured housing preservation, cooperative development, and effective post-purchase technical assistance.
- Monitor emerging trends, policies, lender requirements, compliance expectations, and best practices affecting resident owned communities and integrate learning into staff training and program systems.
- Use portfolio data, staff feedback, community outcomes, and partner input to evaluate program effectiveness and recommend improvements to tools, systems, staffing, and service delivery.
- Collaborate across NWMT departments and teams to support coordinated service delivery, effective operations, a strong organizational culture, and achievement of NWMT’s mission.
OTHER DUTIES
- Travel throughout Montana for ROC work and to out-of-state conferences or trainings when required.
- Participate in organizational planning, training, team, board, and committee meetings as requested.
- Represent NeighborWorks Montana professionally in meetings, trainings, conferences, and public settings.
- Perform other duties as assigned.

PHYSICAL REQUIREMENTS
Applicant must be able to perform sedentary to light work, including extended periods at a keyboard or workstation. In-state and out-of-state travel is required.
