SUMMARY
The Mechanical Engineering Project Manager manages and coordinates tasks within larger construction, maintenance, and/or rehabilitation for airport HVAC, plumbing, and fire protection projects at Charlotte Douglas International Airport. This position will perform the functions of a planning/design engineer and provide technical assistance to various projects in related disciplines.
General Information:
Schedule subject to irregular hours, changes, and emergency calls back to work.
Valid driver’s license with no more than 6 points, with the ability to obtain and maintain a city driving permit.

Requirements
Major Duties and Responsibilities:
The Mechanical Engineering Project Manager will have the following duties and responsibilities:
1. Coordinate with the Infrastructure/Utilities Senior Design Manager to implement and review mechanical engineering standards, policies, and procedures appropriate for an airport environment.
2. Provide interpretations of mechanical, plumbing, and fire protection codes, standards, and regulations.
3. Manage on-call contracted consultants to ensure timely and quality delivery of services:
a. Coordinate service providers to schedule work activities.
b. Monitor project status and inspect completed work to ensure compliance with contract documents (cost, schedule, and quality of work).
4. Provide direct administrative and technical support for larger capital improvement program projects.
a. Compile and analyze data necessary to monitor project budgets and expenditures
b. Apply for and maintain required permits.
c. Perform inspections to ensure compliance with design specifications and all regulatory requirements.
5. Provide technical engineering input for estimating and bid proposal requirements.
6. Assist with operations and controls of existing mechanical and plumbing systems as needed.
7. Review HVAC systems and controls to ensure a high level of service for daily operations.
8. Advise HVAC and BAS technicians on technical solutions and best practices.
9. Coordinate and/or perform tasks related to the programming and planning phases of projects.
10. Coordinate and/or perform tasks related to the process for bidding and contracting of services of various project components in conjunction with Airport contracts.
11. Coordinate and/or perform tasks related to design and/or construction phases:
a. Attend regular project progress meetings.
b. Work with consultants, contractors, and work crews to resolve problems and initiate the appropriate solutions.
12. Prepare and review construction and engineering plans, designs, and specifications.
13. Perform other mechanical engineering-related duties as required.
Minimum Qualifications:
Bachelor's Level Degree - Engineering plus three years
Preferred Qualification:
Bachelor’s degree with 3 years of relevant experience with coursework in mechanical engineering.
Senior experience in mechanical, plumbing, and/or fire protection planning, design, and construction.
Preferred Licenses or Certifications:
North Carolina Professional Engineer (P.E.) license is preferred.
Knowledge, Skills, and Abilities:
Knowledge of:
Building design and construction principles and practices.
Architectural and building infrastructure standards, including construction documents, building codes, technical specifications, and project closeout documents.
Building Information Modeling (BIM) via Autodesk Revit.
Design drafting and modeling via Autodesk AutoCAD.
Federal Aviation Administration (FAA) Advisory Circulars, Engineering Briefs, and Federal Aviation Regulations as they pertain to airfields and airport facilities.
Transportation Security Administration (TSA) security regulations and requirements.
Modern engineering methods and techniques as applied to the construction and maintenance of public works and utilities. Prefer knowledge of Airport facilities and environment.
Local, state, and federal regulations as they pertain to Airport issues.
Skill in:
Utilizing interpersonal communication as necessary to develop and maintain effective and appropriate working relationships.
Simultaneously managing a variety of duties, often changing from one task to another.
Performing basic mathematical functions such as addition, subtraction, multiplication, division, percentages, and ratios.
Providing excellent customer service.
Troubleshooting and problem-solving techniques.
Ability to:
Successfully perform project management tasks, including proactive management during project initiation, planning, implementation, and closeout.
Manage multiple projects, of various sizes, simultaneously, in a fast-paced work environment.
Perform difficult and complex engineering mathematical computations, to make estimates and compile moderately complex engineering data and statistics.
Use personal computers for word processing and database management.
Prepare and present clear and concise reports for a variety of audiences.
Communicate effectively, orally and in writing.
Deal tactfully and courteously with the public, representing the airport in a positive manner.
Supervise and inspect the work of contractors on engineering projects in the field or office, and to obtain adherence to plans and specifications.
Establish and maintain effective working relationships.
